Competency records should be checked when work is assigned, so a supervisor can see right away whether a person is qualified for a task and get a warning before assigning someone who is not. Today this check often depends on the supervisor’s memory, which is unreliable on a busy site with rotating crews.
For the highest risk work, the system can block assignment unless the person has a current qualification, while for lower risk work a warning may be enough. Expiring qualifications should also be flagged ahead of time, so they can be renewed before they start affecting who can do the work.
