If operators open the app and find procedures that are half converted, missing warnings or still being reviewed, they lose trust in the whole system very quickly and go back to paper. A rollout needs a clear separation between procedures that are in draft and procedures that are approved and live.

The practical approach is to only publish procedures to the field once they are reviewed and approved, and to roll out by area or unit so operators get a complete set for their work rather than a mix of digital and paper. Starting with a set of procedures the crew uses every week also helps, since that is where people form their opinion of the tool.
