Bow ties usually live with the safety or risk team, while procedures live with operations, so the critical controls in the bow tie and the steps that actually deliver those controls are rarely linked anywhere. That makes it hard to know whether a procedure change weakens a critical control.

Linking them means tagging each procedure step that delivers or verifies a critical control with that control from the bow tie. Once that link exists, you can see which steps protect against which major hazards, flag any procedure change that touches a critical control for extra review and show operators at the step itself that what they are doing is a critical control.
