Remote sites often have no reliable signal, so a permit system that needs a connection to sign or approve simply stops working where it is needed most. The permit has to be fully usable offline, including filling it in, capturing gas readings and signing it on the device.

Once a connection comes back, everything syncs with the right timestamps so the record shows when each step actually happened. The approval rules still need to be clear for offline work, since an approver who is not on site may not see the permit until it syncs, which is something to settle in the site’s permit standard before the rollout.
