A new operator usually knows which piece of equipment they are standing at, but they do not always know the procedure number or title, which is why they end up asking whoever is nearby or guessing from a binder, since searching by number only works if you already know the answer.
The better setup is to tie procedures to the equipment and location they apply to, so an operator can start from where they are and see the procedures for that asset. This is one of the reasons Interface connects procedures to the site model, since the asset becomes the way in instead of a document library that only makes sense to someone who has been there for years.
